So, What exactly are PRoFS?

Permanent Rides on Foreign Soil!
They are Audax rides undertaken on foreign soil but organised by a somebody here in the UK who usually has first hand knowledge of the country the ride is in! They can vary in length and they can be great fun to ride as you have to interact with the "natives" to enable you to get your brevet card stamped.

Whilst I could chunter on for a long time about my favourites the obvious thing to do is to join Audax UK and get your hands on the handbook. This'll tell you more than I can about all the aspects of riding on foreign soil as well as giving you the name, address, and telephone number of the organisers!
Whilst we are talking about the PRoFS, it would only be fair to mention that the Torbay section of the CTC organise an early (too) trip to Brittany every February (the weather over there is the same as Cornwall in February!) and Mid-Devon Cycling Club usually organise one in late March. The Ferry from Plymouth is usually cheap at this time of year and the cost for the whole day + 2 nights (on the ferry) is usually about £28!
For the more keen Auk (slang name for somebody who rides Audax events), if you complete the Wessex Super Randonneur series of rides - 200k, 300k, 400k and 600k, all very hilly and hard - you will be invited to the Wessex SR Re-union Ride, 200k, in early October on the Cotentin Peninsula (Cherbourg).
For those of you who haven't cycled in "La Belle France", you don't know what you're missing! The downside is that you feel very intimidated when you return to England and you realise that the British car driver is out to get you!
